The new Municipal Complex has replaced the former Municipal Building located at 1516 Main Street, which has served the Borough since its dedication on March 1, 1910.
Construction began on the new facilities following the ground breaking ceremony
held in June of 1994. The planning process began in 1992 with a space and needs
study conducted by Michael Cabot Associates. Following the study completion,
Borough Council considered many possibilities such as remodeling the former
Municipal Hall and acquiring land to the south for expansion and parking. Also
considered was the possibility of building on alternate sites. After much deliberation,
Council decided to build a new centralized fire station to consolidate all three
fire companies. They also built a new public works garage, which is located
on Lerchenmiller Drive near the wastewater treatment plant. The land for the
fire station and public works garage was donated by Frank Horwith.
After these two projects were completed, work began on construction of the new municipal complex, which includes the administrative offices, the police department and the Atlas Trust Memorial Museum. The cost of the entire project was $3,200,000 and was financed through a 20-year bond issue. The Borough received a contribution of $460,000 from U.S. Generating Company for the construction of the Atlas Memorial Museum.
Rizzetto Construction of Allentown was the general contractor on all three buildings. Wind Gap Electric was the electrical contractor for the public works garage and fire station. Albarell Electric was the electrical contractor for the municipal complex. J. S. Mechanical was the plumbing contractor for the public works garage and fire station. Valley Mechanical was the plumbing contractor for the new municipal complex. Bohrer-Regan was the HVAC contractor for the public works garage and fire station, and Beck Plumbing was the HVAC contractor for the municipal complex. All three buildings were designed by architect Wilbur Kline.
The new facility provides 7,000 square feet of available space on the first floor for Police daily operation and administration, with 3,500 square feet of storage in the basement. The Administrative Office has 6,000 square feet of available space for the main floor for daily operations with an additional 3,500 square feet of space for storage in the basement. Also, the museum has 2,000 square feet of space available for display purposes. The facility is in complete compliance with the Americans with Disabilities Act and has an atmosphere that is both aesthetic and functional.
Old Northampton Borough Municipal Building - The center of government from
1910 to 1995 The construction of the former Municipal Building was awarded to Mr. Albert W. Hirst of Northampton, Pa., for the sum of $14,892.00. The actual cost of the work and the changes and modifications authorized by the Town Council was $15,812.80. The building is made of rock faced hollow cement blocks, manufactured by the Alliance Hollow Cement Block Company of Northampton.
The subcontractors involved with the building project were: W. S. Berg on the excavation and concrete work on foundations cement floors and sidewalk - the Allentown Fence Works on steel columns and girders, window guards and wrought iron hinges for the truck room doors - L. J. Stofflett in the plastering of the building - the Allentown Utility Company on the copper cornice and slag roofing - Wm. R. Rabenold on the installation of the plumbing, and Messrs. Reed and Simons on the painting.
The heating system was installed by W. R. Rabenold at a cost of $1,171. The chandeliers were furnished by the Allentown Crockery Company at a cost of $295. The desks and chairs for Council and its officers were supplied by Messrs. Ritter and Borger for $368. Window shades and rubber mats were furnished by H. A. Miller and the cuspidors were furnished by A.D. Borger.
